load design -f mail\filename.nsf

Is it possible that Global Address Book got deleted from the Server when replacing user's mail file template 6.5 design with a new 8.5 one?
>> It is not likely. It is not possible if you were doing it correctly. I don't beleive it is possible to delete the server names.nsf whiel the server is up and running.

What is the correct procedure for manually updating user's mail template design when using Domino Admin console?
It is easiest from the notes client...right-click the icon, Application>Refresh OR Application>Replace design, choose the server & the new template, hit Replace.

Via Console Command, (this is in the Admin help under "Designer Task" BTW), load design -f mail\filename.nsf will refresh the design. If you want it replaced, you would first put the new templatename in the Application properties, design tab (4th tab), "Inherit design from master template - Template name" field. (I don't *think* there's a command-line way to do that)
